Since AutoCAD 2007, the Xref Manager has changed from this:

Personally, I prefer the old-school version, for two reasons. One, it loads faster, and two, it is easier to change an xref from Attachment to Overlay.
If you want to use the old Xref Manager in post-2006 versions of AutoCAD, just use the CLASSICXREF command. I use ALIASEDIT to map this command to XR, and leave XREF mapped to the newer Xref Manager, in case I want to use that.
The command line version has not changed, and can still be accessed with -XREF.

Ah, but I have a unique problem….I’m running AutoCAD Architecture 2008.SP1
Everything I do only brings up the classic xref dialog box. How do I get the new version to load?

I don’t know of any environment variables that would cause that, so the only thing that I can think of is to check your acad.pgp file (using ALIASEDIT). Look for XREF to see if it is assigned to CLASSICXREF.
